Abstract:
Аналізується стан публічних закупівель для відновлення інфраструктури України в умовах воєнного стану. Визначено значні збитки від російської агресії, особливо руйнування житлового фонду та інфраструктури. Досліджено використання системи ProZorro для забезпечення прозорості закупівель і виявлено тенденції щодо кількості та обсягів процедур. Зазначено домінування спрощених закупівель і прямих договорів, що обмежує конкуренцію і знижує економію коштів. Розглянуто виклики, пов’язані з ризиками зловживань і низькою часткою відкритих торгів.
The article analyzes the state of public procurement for the restoration of Ukraine’s infrastructure under martial law. It identifies significant damages caused by Russian aggression, particularly the destruction of housing and infrastructure. The use of the ProZorro system to ensure procurement transparency is examined, and trends in the number and volume of procedures are revealed. The dominance of simplified procurement and direct contracts is noted, which limits competition and reduces cost savings. Challenges related to risks of abuse and the low share of open tenders are also discussed.
