Abstract:
У статті проаналізовані проблемні аспекти сучасного стану одного з правопорушень, що вчиняються на митному кордоні – контрабанди та її зв'язок з таким явищем, як «сірий імпорт» в країні. Розглянуто певний причинний комплекс, який впливає на існування цих явищ та обумовлює негативні наслідки їх розповсюдження на теренах нашої країни. Адже визначення вказаних понять та зв’язку між ними може мати суттєве значення для в вироблення в подальшому шляхів щодо запобігання контрабандній діяльності, як такій, та шляхів запобігання безпосередньо такому явищу, як «сірий імпорт». Також в стаття торкається питання безпосереднього впливу контрабанди та «сірого імпорту» на економічну систему нашої країни, а від так приділена чимала увага проблемам безпекоспроможності країни, зокрема митній безпеці країни. Окреслюються можливі шляхи щодо запобігання формуванню причин існування та розповсюдженню контрабанди та «сірого імпорту». Тому актуальність визначеної тематики обумовила необхідність аналізу та розгляду зазначених понять в даній статті для визначення тієї ситуації, що склалася навколо поставленої теми з урахуванням пов’язаних з цими поняттями всіх явищ в нашому суспільстві.
The article analyzes the problematic aspects of the current state of one of the offenses committed at the customs border - smuggling and its connection with such a phenomenon as "grey imports" in the country. A certain causal complex that affects the existence of these phenomena and determines the negative consequences of their spread on the territory of our country is considered. After all, the definition of the specified concepts and the connection between them can be of significant importance for the further development of ways to prevent smuggling as such, and ways to prevent directly such a phenomenon as "gray imports". The article also touches on the issue of the direct impact of smuggling and "grey imports" on the economic system of our country, and due to this, considerable attention is paid to the problems of the country's security capacity, in particular, the country's customs security. Possible ways to prevent the formation of reasons for existence and the spread of smuggling and "grey imports" are outlined. Therefore, the relevance of the specified topic determined the need to analyze and consider the mentioned concepts in this article to determine the situation that has developed around the given topic, taking into account all the phenomena related to these concepts in our society.
